Bates named executive director of HHS Medical Services Division
North Dakota Health and Human Services (HHS) has named health policy expert Stephanie Bates to lead its Medical Services Division, which administers Medicaid services, the Children’s Health Insurance Program, autism services and other health-related services that benefit North Dakotans.
“We’re excited for Stephanie to join our team as she brings over 25 years of experience in leading healthcare operations, health policy, government programs and strategic initiatives,” said HHS Commissioner Conner Swanson. “Stephanie will be a valuable addition to our team as we work to advance our vision of making North Dakota the healthiest state in the nation.”
Bates joins HHS after leading Kentucky’s Legislative Office of Health Data and Analytics where she served as a policy and technical expert, advising members of the General Assembly and legislative committees including health services, child and family services and the Medicaid Oversight and Advisory Board.
Prior to her time with the Kentucky Legislature, she was a leader in state affairs in Medicaid managed care with CVS Health/Aetna Medicaid.
Bates also spent seven years with Kentucky’s Medicaid agency, including three years as deputy Medicaid director where she led Medicaid managed care, child welfare Medicaid programs, policy and operations, long-term services and supports and pharmacy services.
Her healthcare career began in provider and practice management in both a multi-disciplinary provider setting, as well as in a hospital setting.
In making the announcement, Swanson expressed his gratitude to Krista Fremming, interim executive director of Medical Services, for her steadfast leadership, expertise and commitment to the division’s team and to the people HHS serves.
Bates has a bachelor's degree in biology from Kentucky State University and a master’s degree in business administration from the University of Louisville. She will relocate to Bismarck and join the HHS team on Oct. 19.
