eRules Upgrade Makes Accessing Utah’s Administrative Code Easier for the Public
TAYLORSVILLE, Utah (October 21, 2026) — The Utah Office of Administrative Rules has made the most significant upgrade to its eRules online management system since 2019, making it easier and faster for the public to access the state’s administrative code and providing a way to track changes to individual rules. The new version of eRules also improves the rulemaking process for state agencies.
“The Office of Administrative Rules’ mission involves helping citizens participate in their own government, and this major upgrade of the eRules system makes it easier for Utahns to stay informed and to engage in the state’s rulemaking process,” said Utah Department of Government Operations Commissioner Marvin Dodge. “I applaud the work of the Administrative Rules team, in collaboration with our state agency partners, to successfully design and implement the vastly improved public and agency portals to Utah’s administrative code.”
eRules is Utah’s official home for the Utah Administrative Code – the repository for the state’s administrative rules. It serves as a resource for the public to access the rules enacted by Utah’s executive branch to implement, clarify, and enforce laws passed by the state legislature. It’s also the platform used by state agencies to file rules with the Office of Administrative Rules and complete the rulemaking process.
The new version of eRules is now accessible at adminrules.utah.gov and includes the following changes:
- Drastically improved loading and response times for both the public portal (viewing the administrative code and specific rules) and the agency portal (filing and downloading submissions)
- A new feature allowing subscriptions to different levels of the administrative code, including individual rules, to receive email notifications when certain actions are taken on a rule, title, or agency
- Complete redesign of the public and agency portals to facilitate easier rule discovery and improved readability
- Visual refresh of eRules, aligning with the Utah Design System for state government websites and applications
The Office of Administrative Rules is a division of the Department of Government Operations. Since 1985, the office has been responsible for executing the executive branch’s rulemaking functions. The office also provides timely publication of the Utah Administrative Code, the Utah State Bulletin, and the Utah State Digest.
